Philosophy of Student Discipline and Behavior
The legal authority for school discipline is designated by State Law, to the Board of Trustees. These adopted standards of conduct, which must be met by all students are a condition for attending John C. Fremont Elementary School. These regulations take into account the necessity of proper conduct on the part of all students to ensure a positive and orderly learning environment. The John C. Fremont Discipline Policy has been developed in cooperation with teachers, parents and other school staff; and is to be enforced by all school personnel, and stipulates sanctions for students who fail to observe the required standards. Penalties increase according to severity or frequency of the student's infractions, with suspension the most serious sanction.
Introduction to Discipline Policy
The primary purpose of a school is to ensure that youngsters may develop to their full potential academically, socially, and physically. This development can best take place in an environment that protects students' rights, including on the way to and from school.
Student responsibility is required to provide the orderly framework within which individual goals can be realized. Thus, it follows that students are not permitted to disrupt the educational process or interfere with the rights of others. Students may not behave in a manner which threatens the safety of others. Students are also expected to respect school property, as well as private property. Student conduct is expected to conform to District and school rules and regulations. Violations of such rules and regulations will result in teacher and administrative action including, but not limited to the following:
- Counseling/warning the student
- A behavioral essay written by the student
- Playground restriction (Blue Slip/Green Slip)
- After-school detention Parent-student conference
- In-school suspension from class
- Alternative to suspension (Saturday School)
- Home suspension
- Program change or transfer to another school
Standards of Conduct
The following standards of conduct apply at all times:
- Children will accept and respect direction from adults/school employees
- Children will respect the rights and property of other students
- Keep hands, feet, and objects away from others
- Children will respect and care for all school property and equipment
- Children will conduct themselves in an orderly manner while at school as well as going to and from school
- Children will observe school rules at all times
Specific Rules of Behavior are as Follows:
In the Classroom
- Enter the classroom quietly
- Remain in seat until given permission to leave
- Raise hand and wait to be called on
- Use appropriate language and show courtesy and respect to all persons
In the Cafeteria/Lunch tables
- Come into the eating areas quietly and in an orderly manner
- Follow the direction of all school personnel at all times
- Keep hands, feet, and objects away from others
- Raise hands for recognition of dismissal
- Leave the table areas clean
Outside of the classroom
- Follow directions of all school personnel at all times
- Stay away from restricted areas.
- Use appropriate language and show sportsmanship and respect to all persons
- Use the playground safely and appropriately
- Use only school-designated equipment
- Eat food in designated area only and dispose of trash properly
- Get permission to leave the playground
- Stop play immediately when the bell rings and walk carefully to classroom line-up location when dismissed by yard duty teacher
Objects Prohibited at School
Roller-skates (including in-shoe skates) Skateboards Scooters (Razors, Micros, etc.) Radios Tape players Games or toys, unless authorized by teacher
School Safety/Weapons at School
Considerable time, energy, and funds have gone into strengthening safety and security measures at Fremont School and throughout the Glendale Unified School District. Keeping our school safe is everyone's responsibility. Pupils will be suspended and may be expelled if they possess, sell, or otherwise furnish any firearms, knife, explosive, or other dangerous object. Children may not bring toys or replicas that look like real guns or knives, or anything else that looks like, or could be mistaken for or used as a weapon. Possession of such objects is grounds for expulsion from school.
Sexual Harrassment
The Board of Education prohibits sexual harassment of any student by another student, employee, or other person in or from the District. Teachers shall discuss the policy with their students in age-appropriate ways and should assure them that they need not endure any form of sexual harassment. Any student who engages in sexual harassment in grades 4 through 12 is subject to disciplinary action up to and including expulsion from the Glendale Unified School District.
Fighting
Student safety is our absolute highest priority. Students are required to keep hands or other body parts to themselves. Playing in a rough manner such as pushing or wrestling is unacceptable. Consequences of engaging in physical attacks or verbal threats may result in suspension.
Consequences of Inappropriate Behavior
Inside the Classroom
- Each teacher has developed a progression of limit-setting consequences that is suited to the specific grade level and classroom.
Outside the Classroom (on Campus)
- Student may be benched at recess
- Principal conference with student
- Principal conference with parents
- Campus clean up Saturday School
- Suspension
Suspension From School May Occur as a Result of the Following Violations of School Rules and the California Education Code (section 48900)
- Severe disruption of school activities
- Continual disruption or willful defiance of the valid authority of school personnel
- Causing or attempting to cause physical injury to another person
- Possession of a weapon or dangerous object
- Theft or willful damage of school property or private property
- Committing an obscene act, including profanity or vulgarity
- Engaging in sexual harassment
